Abstract

Communication theories emphasize the role of media in the formation of public opinion. Communication mechanism shows that public opinion is formed in the process of information from one to another. Functional theory and problem-solving mechanism indicate that public opinion appears and changes in the process of problem solving. Therefore, in order to orient public opinion, media needs to provide sufficient, accurate
and timely information so that public opinion can focus on discussing and proposing necessary solutions to arising problems.
