Public Debt Strategy in Vietnam: Issues Posed for Period 2021-2030

Abstract

Public debt, external debt and public debt management are mong ardently debated topics on national and global forums. The paper analyzes the implementation of the Vietnam’s Public Debt Strategy for the period of 2011-2020, based on which a proposal todevelop the Public Debt Strategy for 2021-2030 period includes: (i) improve the quality of strategy-making and planning processes as well as legal framework on coordinating and monitoring the implementation of strategies and plans; (ii) develop and complete procedures and coordinations related to public and foreign debt management, fiscal and monetary policies; (iii) more clearly distinguish between local and central government debts; (iv) assess risk tolerance during strategy for mulation; and (v) enhance statistical capability and provide accurate information associated with public debt management, and evidently define scope of public debt for management purposes.
