Abstract

Forest allocation to ethnic minorities is a major policy of the Communist Party and the State of Vietnam, which has been widely deployed in the mountainous regions of the central coastal provinces. It reveals both positive and negative impacts. To eff ectively allocate forests years ahead, it is necessary to renew the forest allocation policy following the cultures and customs of the local ethnic groups, develop training and improve new knowledge of forestry for residents therein, inherit and promote the role of village elders and customary law, as well as reform the management in order to ensure publicity, transparency and the participation of local people.
