On the Implementation of the Land and Forest Allocation Policy to Ethnic Minorities in Quang Binh Province

Abstract

The policy of allocating land and forest to residential communities is proven to be a correct perspective of the Party and the State of Vietnam. The drastic policy implementation by all-level authorities, sectors and localities, plus the large investment resources and the sense of community responsibility have contributed to ensuring the environmental security, social order and safety, as well as hunger elimination and poverty reduction in the mountainous regions. Quang Binh province has since obtained encouraging achievements in implementing this policy for ethnic minorities. Yet, therein lie several isues, especially residents’ poor living conditions and dearth of resources to exploit the potentials. Therefore, it is necessary to propose reasonable solutions based on applying indigenous traditional knowledge into sustainable forest management to ensure sustainable livelihoods for the residents therein.
