Is Vietnam ready for its accession to the Convention Against Torture?

The Convention against Torture is one of the nine core international human rights treaties. Vietnam now is considering its adherence to the Convention. Once being a member of the Convention, Vietnam is obliged to observe all obligations provided in CAT, particularly the incorporation of the treaty's norms into the domestic law, to give effect of the treaty in the domestic domain. The paper attempts to compare the existing legal provisions of Vietnam and those of CAT, in order to conclude that it is now just a matter of time for Vietnam to accede to this Convention.
