Assessment of Land Management and Land Use for Urban Spatial Development in Hanoi

This article assesses the current state of land use management for urban spatial development in Hanoi during the period 2019–2024, based on data from the two most recent land inventory cycles of the capital. The study focuses on analyzing changes in the structure of major land-use groups, with particular attention to non-agricultural land use. The results indicate that although Hanoi’s total natural land area has remained unchanged, its land-use structure has shifted markedly toward an increase in non-agricultural land in response to the growing demand for urban development, infrastructure, and services. However, this process has also revealed several shortcomings and limitations that need to be addressed. Based on the assessment of current conditions and in close alignment with strategic planning decisions for the Capital, the paper proposes a set of solutions aimed at improving urban spatial structure, enhancing the effectiveness of land use management, and promoting sustainable urban spatial development in Hanoi in the future.
