Experience in local development and institutionalization requirements in reorganizing the two-level local government

Abstract

In the context that the whole country is actively implementing the reorganization of the apparatus, streamlining administrative units, and perfecting the two-level local government model, inheriting and institutionalizing successful experiences from local development practices is not only an urgent requirement but also a key factor to ensure the effectiveness and efficiency of state governance. Based on the analysis of typical socio-economic development models in several localities such as Lao Cai, Son La, Bac Ninh, Quang Ninh, Da Nang and Binh Duong, pointing out practical lessons on strategic thinking, institutional capacity, administrative reform, policy implementation and effective mobilization mechanisms of social resources, the article suggests several orientations to promote the proactive and creative role of local governments in promoting rapid, sustainable development and deep integration.
