Management of cross-border trade: Delimitation to become more flexible

Abstract

Since the Decision 254/2006 / QD-TTg on the management of cross-border trade, exports and imports, the exchange of goods across the border between Vietnam and bordering countries a year on average to reach over $ 10 billion; First 9 months of 2013 reached $ 11 billion. But so far, a number of provisions of Decision 254 no longer fit to be replaced.
