Employer’s responsibility for training, education, and skill enhancemant: pratice and direction for improvement

Abstract

In the era of the Fourth Industrial Revolution, where labor-intensive industries face the risk of disappearing and new professions continuously emerge, the role of training and education is more critical than ever. Particularly for Vietnam, a country with low labor productivity and limited technical expertise in its workforce, training and developing human resources is not only the responsibility of enterprises, but also an essential solution to maintain stable employment and ensure sustainable development. This study analyzes in detail the employer’s obligation to train and educate employees as prescribed by the 2019 Labor Code, focusing on the content and forms of training, and educational programs, as well as the challenges and solutions for effectively implementing this obligation.
