Abstract

Ho Chi Minh City has all the favourable conditions to build and develop high-quality
human resources, a team of intellectual workers and an intellectual force, to meet the
requirements of knowledge-based economy development and the digital transformation
process. Building and developing high-quality human resources is of great significance,
creating a solid foundation for Ho Chi Minh City to enter a new era of national rise.
A crucial factor that contributes to the success of the formation, development, and
effective use of the high-quality human resources as well as to promoting the role of highquality human resources is the viewpoints, guidelines, policies of the Party Committee and Government of Ho Chi Minh City. The high-quality human resources hold an
important position and role and are the driving force and leading factor in enhancing
the comprehensive and sustainable development of the City’s economy and society in the
direction of a smart and modern urban area.
