Building a streamlined, strong, efficient, effective political system of provinces and cities directly governed by the central government after the amalgamation

Abstract

Implementing Resolution No. 18-NQ/TW and the directions of the Politburo and the
Secretariat, the entire political system is carrying out a revolution in arranging and
streamlining the apparatus of the political system, including the merger of a number
of provinces and cities under the direct central government with a view to making the
political system more streamlined, effective and efficient - a decisive premise to ensure
the development of the country in the new era. This process is receiving great unity and
determination from the entire political system, consensus and support from all walks of
life, the business community and relevant stakeholders. Based on the study of the Party’s
viewpoints, the Politburo’s and Secretariat’s guidelines and the practical situation, the
article analyzes the opportunities and challenges faced by centrally governed provinces
and cities after the amalgamation, and proposes solutions to building a streamlined, effective and efficient political system in these localities.
