The historical timeline has proven that Ho Chi Minh City has both hard power and
soft power. Moving into the new era, the City needs to thoroughly pinpoint soft power
to optimize human resources, strongly promote human creativity, and develop the City
sustainably. The article focuses on clarifying the soft power of the City, thereby proposing
