Stemming from the Marxist-Leninist perspective on the relationship between nations in the world, Ho Chi Minh highly appreciated the role of internal strength, considering it a decisive factor in the diplomatic struggle. At the same time, he also saw the great role of external resources. Therefore, in foreign affairs, Ho Chi Minh advocates to maximize national strength combined with the strength of the times on the principles of independence, self-reliance, peace, respect for sovereignty and territorial integrity
