Law of some Asia countries on the state of emergency and suggestions for Vietnam

Abstract
State of emergency is an unusual and unexpected situation that occurs such as an epidemic, natural disaster, war, violence,… which exceed the state's ability to respond and seriously threaten life, health or property of individuals, property of organizations and of the State. During a state of emergency, the state will take “special” measures to manage society. The article will study the laws of China, Singapore and Japan on the state of emergency, thereby suggests some issues that need to be consulted to develop and improve Vietnamese laws in this field.
