Improving provisions on regime of land allocation and land lease in the Draft of the Land Law (amended)

Abstract

Land allocation and land lease is one of the activities that enables the State to distribute land effectively. The provisions on land allocation and land lease in the Land Law 2013 has initially promoted the land resource to the overall development of the economy and society. However, during the process of implementation, a number of shortcoming and inadequecies have arisen and are currently improved in the Draft of the Land Law (amended). Within the scope of the article, the author focuses on assessing and recommending some suggestions to the Land Law draft on the regime of land allocation and land lease with an aim to guarantee the rights of subjects and be in accordance with the market regime, enhance the attraction for investment, utilize resources for the the socio-economic development of Vietnam.
