POLICY-MAKING IN THE MAKING OF LAWS AND ORDINANCES IN VIETNAM AT PRESENT

Abstract

The paper analyses the need of policy-making in law-making. It evaluates new provisions on policy-making of the 2015 Law on promulgation of legal normative documents and the practice of implementing those provisions. The paper also offers some proposals to enhance the quality of policy-making in the  making of laws and ordinances in the coming time.
