Policy attracting foreign workers in the science and technology fields in Vietnam

Abstract

The fourth industrial revolution has increased the demand of skilled workers, which causes the shortage of workers in the labour market.  In the context that the domestic education does not meet the demand of training skilled workers, many countries in the world have offered the policy to attract foreign workers to make up for the shortage of such a kind of workers. The paper analyses the inadequacies of the policy and law of Vietnam regarding the attraction of forein workers. It then offers some proposals to plan, to develop and to implement the policy attracting foreign skilled workers in the science and technology fields in Vietnam.
