Electoral college: a unique institution under the United States Constitution

Abstract

The paper analyses the concept of “electoral college” and explains the origin and the reason for this institution under the US Constitution. In the unique “American-style” electoral college system, a Presidential candidate who wins popular votes might lose the election if  he or she  does not win enough  270 out of 538 electoral votes of the  Electoral College. Vietnam may consider the selective application of this institution for  remote areas, mountainous areas and specific gpoups of voters (ethnic minorities). For example, for specific polling places, three hundred voters are represented by an elector.
