Principles of the law on clean energy development and suggestions for developing a Law on clean energy development in Vietnam

Abstract

The paper analyses the principles for guiding the development, improvement and enforcement of the law on clean energy development, including: the polluter pays  principle, the beneficiary pays principle, the principle of sustainable development, the principle of stimulating economic benefits, the principle of fairness and the  principle of centralised use of financial resources. The paper also offers  viewpoints on developing a Law on clean energy development in Vietnam and suggests the structure and main contents of this Law.
