Abstract

The article discusses the concept of juvenile in criminal law around the world, common philosophies in dealing with juvenile offenders to explain the different criminal responsibility of juveniles from that of adults. It also addresses the change of such philosophies in England and Wales over the past century that is in line with the development of the juvenile justice system since the establishment of the first juvenile court in 1908. Thereby, a number of suggestions to design, construct and operate the juvenile justice system in Vietnam.
