Abstract

In many countries, in addition to ordinary territorial - administrative units established to perform the government’s territorial population management function, special territorial units are established for special political, administrative, economic purposes. The article analyzes the theoretical background for the formation of special territorial units of a state, and evaluating the scientific nature of special territorial units.
