Abstract

Urbanization is a trend taking place firmly in countries including Vietnam; Vietnam's major cities such as Hanoi and Ho Chi Minh City are developing strongly with their advantages and characteristics. Therefore, it is necessary to have an appropriate institutional and legal framework to create a foundation for promoting the development of these cities. Building the urban administration model in Ho Chi Minh City is a way to implement the national governance process in the locality effectively. At the same time, the practicality of this city will be a valuable experience for Hanoi in building an urban administration model to actualize the country's development aspirations next time.
