To foster robust advancements in science, technology, innovation, and digital transformation in the new era, the Politburo has issued Resolution 57-NQ/TW, setting the target that by 2030, Vietnam’s scientific and technological capabilities will reach advanced levels in key sectors, ranking among the leading nations with upper-middle-income economies. The resolution outlines strategic solutions for human resource development in science and technology, focusing on identifying and utilizing high-quality personnel and talent to meet the demands of national scientific, technological, and digital transformation initiatives. Additionally, it emphasizes the need to reform and enhance education and training to ensure a highly skilled workforce. To develop science and technology human resources in the new era, there are many groups of solutions. The article initially outlines some solutions for policy improvement.
