Abstract

The current educational goal is to shift from access to content to competency access is the indispensable trend. Therefore, the inspection and evaluation needs to build and publicly implement standards and evaluation criteria; Using methods and skills in competency assessment; At the point of view of scientific research, the author focuses on the method of building tools to evaluate learning outcomes according to capacity access, combining the assessment of teachers with self-assessment and assessment of students, will evaluate. The extent to which students achieve their capacity goals, and have a positive impact on their learning and contribute to improving the quality of training of university level pedagogical students.
