Abstract

Vietnam’s marine economy holds significant potential, contributing substantially to national
GDP and livelihoods in coastal provinces. However, climate change, environmental degradation, and
institutional fragmentation pose growing threats to its sustainable development. This study employs a
qualitative approach based on legal-document analysis and comparative institutional review to assess
Vietnam’s current marine economic governance framework. Findings highlight critical limitations
in legal integration, spatial planning, enforcement, and intersectoral coordination. Drawing lessons
from international maritime leaders, the paper proposes key institutional reforms, including a unified
marine economic law, sustainable development integration, green economy promotion, and enhanced
technological application. Strengthening marine institutions is crucial for Vietnam to become a resilient
and prosperous maritime nation in the context of global climate change
