Abstract

Our country's economy is continuing the process of transitioning to a "socialist-oriented market economy", economic reforms are taking place more extensively and thoroughly to remove remaining administrative obstacles. This also creates a favorable environment, impacts and increases pressure on higher education management reform on the main aspects: science, finance, organization and human resources. The main purpose is to give autonomy of the higher education system so that it can operate effectively and best meet the needs of society. Greater institutional autonomy is a key factor in creating the success of university reforms, especially reforms aimed at diversifying and using resources effectively.
