Abstract

Application-oriented university is one of the university models in practice in countries around the world and in our country. The univesity’s training program is carried out according to called “the professional - oriented higher education”/POHE. The training organization emphasizes on providing practical skills when the technical and natural sciences have become more urgent than providing abstract and fundamental theory. The extremely rapid and strong fluctuations of the economy and society require application-oriented universities to forecast training needs relatively accurately in order to plan the steps for the future with specific issues that need to be addressed in universities.

Contents of the article focus on researching theoretical issues on forecasting training needs at application-oriented universities such as basic concepts, characteristics and basic contents of the research. The contents of the article will be the theoretical basis for the implementation of further studies of training need forecasting for Hanoi Metropolitan University.
