Abstract

Information encoding is the process of putting information into a computer to store and process it. The information must be converted into a series of bits. When connecting and sharing data with information systems and databases, encryption is a mandatory regulation to identify, distinguish and determine information. In archiving, encryption is regulated at many levels: agency code, archive font code, record code, document code, document information code. Currently, competent agencies have issued many documents to guide this content; however, due to many different reasons, encryption has not been implemented or has not been implemented uniformly.
