The article points out the close relationship between language and culture, thereby showing the necessity of introducing Russian culture through the process of teaching Russian in People’s Public Security institutions. Students learning Russian need to have a passion for that language and culture is a condition for them to create their own passion for the new language they are learning. In order to encourage students to learn Russian effectively and enthusiastically, leaders of the Ministry of Public Security as well as leaders of institutions always create conditions for students to have opportunities to practice Russian and continuously promote cooperation relationships in many aspects, including cultural exchanges for students to further understand Russia.
