Research on the maintenance process of publicly funded school buildings: A case study of Chuong Duong commune, Hanoi

This study focuses on investigating the current state of maintenance practices in several public schools funded by the government budget in Chuong Duong commune, Hanoi City, thereby proposing a tailored maintenance procedure for this category of facilities. Although Vietnam has established legal provisions concerning construction maintenance in general, there is still a lack of specific regulations and guidelines dedicated to the maintenance of public school buildings. This gap may hinder or delay the implementation of school maintenance activities, consequently exerting negative impacts on the quality of the educational environment. Based on the survey results, in combination with a review of relevant literature, international experiences, and the existing legal framework on maintenance, the authors propose a new maintenance procedure specifically designed for schools financed by public investment. A key feature of this procedure is the classification of damage levels in order to adopt timely and appropriate remedial measures. Furthermore, the proposed procedure emphasizes the importance of close coordination between schools and local authorities to ensure that maintenance activities are carried out effectively and efficiently. The application of a clear and well-structured maintenance procedure is expected not only to enhance safety and extend the service life of school buildings but also to contribute positively to the improvement of educational quality.
