Abstract

This article examines the factors influencing the progress of construction projects using state budget funding in Binh Chanh district, Ho Chi Minh City. The study identifies several objective factors that contribute to project delays, including fluctuations in material prices, labor conditions, administrative procedures, natural disasters, and disease outbreaks. Additionally, subjective factors such as the capacity of the project owner, contractors, consulting firms, state management, and investment processes also significantly affect the project timeline.

The article proposes solutions to enhance the efficiency of construction investment. These solutions include strengthening state management, improving the capacity of project participants, enhancing investment processes, and effectively carrying out land clearance work. Furthermore, the importance of communication and education is emphasized to raise awareness and involvement of relevant parties.
