Planning for the development of smart industrial zones: a case study of Binh Duong

Abstract

Binh Duong, located in the Southern Key Economic Zone, was re-established on January 1, 1997. For over 25 years, Binh Duong province has consistently grasped, concretized, and creatively and  effectively implemented the resolutions, policies, and guidelines of the Party and the State. According to the Master Plan for Socio-Economic Development of Binh Duong Province up to 2020, the province has achieved significant results: the economy has maintained a good growth rate; the economic structure has continued to shift in the right direction. Industry continues to be the mainstay of the province's economy; services play an increasingly important role in economic development; urban areas develop rapidly in line with the Smart City Project. However, the province still faces certain limitations and difficulties in its development journey, specifically: the quality of growth is not truly sustainable; high-quality services with high added value, services supporting industrial and urban development are still inadequate; the transformation of existing industrial zones into eco-industrial parks, urban-service industrial zones, and high-tech industrial zones is still slow; supporting industries have not developed in line with the pace of industrial development, and the linkage between economic sectors remains challenging; the competitiveness of enterprises is still low, facing strong competition from foreign enterprises; exports still heavily rely on foreign-invested enterprises (over 80% of exports). The content of this article focuses on clarifying the current state of urban development and industrial zones in the province; identifying development bottlenecks and analyzing the causes; and proposing views, strategies, and planning solutions for the development of smart industrial zones in Binh Duong Province in the future, associated with the Smart City Project.
