Who owns the apartment building in Ho Chi Minh City?

Abstract

This paper studies the conflicts in the management of apartment buildings in Ho Chi Minh City. The data was compiled from a field survey and in-depth interviews with residents, district administrators, and management boards in Districts, Ho Chi Minh City. The results show that conflicts occur between residents and the operation management unit, the management board often falls into the following problems: Confused about the common and separate use of the basement area, expenses management and operation fees. The management board of the apartment building has not used them effectively or deliberately appropriate the 2% maintenance fund. Residents are not really owners and the investor still holds a lot of control over the common area in the apartment. The appartment has the better quality of management service will attract more buyer interest.
