Abstract
Domestic migrant workers (internal migrant workers) in Ho Chi Minh City are an important component of the economic structure. They contribute a young population source and workforce to the City in the ít development process. The study surveys the current state of employment of suburban workers during the period that was strongly affected by the COVID-19 pandemic and economic recovery (2019-2022 period). The research conducted a quantitative survey of 1,200 internal migrant workers in Ho Chi Minh City, providing new results on the portrait of migrant workers in the city. 53% of migrant workers in the survey sample did not have a labor contract. The author analyzes the changes in the labor structure, and the inadequacies in policies for internal migrant workers, and recommends social security policy solutions for these migrant workers. Additionally, the current structure of suburban human resources reflects the contrast between labor supply and demand in the city. They participate in fields that still do not meet the requirements for quality and professional skills as expected for high-quality human resources for the city.
