Tourism is a highly growing industry and one of the economic activities that play a core role in in the development of the national economy, and a bridge in each country and in international peace. However, the tourism industry is susceptible to many economic, ecological, political, educational factors and constitutes the nature of the labor force. Therefore, maintaining and developing a high-quality workforce is the general trend of all tourism business organizations. The authors used the matrix of strngths, weaknesses, opportunities and challenges (SWOT) to analyze tourism market factors in order to propose a strategic model for training high-quality human resources (NNL CLC) in Vietnam's tourism industry by 2030.
