DEVELOPING HUMAN RESOURCES IN THE SOUTHWEST REGION 1975-2020: FROM POLICY TO PRACTICE

Located in the South of the country, the Southwest region (the Mekong Delta) is a delta region that has a lot of potential and advantages for socio-economic development. In recent decades, the Southwest region is planned to become a key agricultural economic region in the direction of high-tech application, with supporting industries, services and trade. In the process of agricultural modernization, the demand for human resources, especially high-quality human resources to meet the requirements, help improve the competitiveness of each locality as well as the whole region is being considered a factor important for creating momentum for the region's development in the coming time. This article focuses on analyzing changes in human resource development strategy in the general picture of economic development of the Southwest region from 1975 to 2020; On the basis of clarifying achievements and challenges, the article proposes a few recommendations and makes assessments on these.
