EVALUATION OF THE RESULTS OF IMPLEMENTATION OF THE ANNUAL LAND USE PLAN OF PHAN THIET CITY, BINH THUAN PROVINCE

Abstract

The study aims to propose solutions to improve the implementation of the annual land use plan of Phan Thiet city. Using the method of collecting secondary documents, primary investigation and exploratory factor analysis combined with multivariate regression. Conducting interviews with 100 relevant officials and people. The results of the implementation of the land use plan in 2021 with agricultural land reaching 112.02%, non-agricultural land reaching 85.42%, unused land reaching 165.40%. In 2022, agricultural land reached 104.28%, non-agricultural land reached 94.38%, unused land reached 100.60%. The results of the exploratory factor analysis identified 5 groups with 17 factors affecting the results of the implementation of the land use plan. The economic factor group has the greatest influence (33.92%), followed by the institutional and legal factors (23.78%), followed by the other factors (18.75%), the social factors (13.86%) and finally the environmental factors (9.7%). The implementation of the city's land use plan still faces many difficulties and problems. To contribute to improving the effectiveness of the implementation of the land use plan, it is necessary to combine all levels and sectors and synchronously deploy solutions on economy; society; environment; institutions, law and human resource training
