SOME OUTSTANDING ACHIEVEMENTS IN THE WORK OF ATTRACTING AND UTILIZING TALENT IN BAC NINH PROVINCE

Abstract: President Ho Chi Minh paid special attention to the work of attracting and utilizing talent. He said: “The nation needs to be built up, and building up requires talented people”. Applying Ho Chi Minh’s thoughts and the Party and State’s major guidelines and policies on attracting and utilizing talent, immediately after its re-establishment, Bac Ninh Province soon issued regulations on policies for training, fostering, attracting, and utilizing talent. From being a purely agricultural province with many difficulties in people’s livelihoods, Bac Ninh has now basically become an industrialized province in a modern direction, with an expanding economic scale. The success of these policies in Bac Ninh has contributed practical experiences in attracting and utilizing talent at the local level to the overall national strategy on attracting and utilizing talent approved by the Government.
