It is necessary to continue to research and improve laws controlling investment activities in growing, processing and producing tobacco ingredients in Vietnam today

Abstract

Tobacco is a special business product in the market. In Vietnam, tobacco business is a legal business activity in the economy, but to minimize the negative impact of this product, the state has controlled tobacco business activities according to the principle of limiting supply and reducing consumption through the state policy system and legal regulations. Currently, regulations on controlling the investment process of growing, processing and producing tobacco ingredients have improved, but still have certain limitations and inadequacies, causing difficulties and confusion for enforcement entities, reducing the effectiveness of state management activities and hindering the goal of comprehensive control of the tobacco business cycle. This article studies the current legal provisions in Vietnam on controlling tobacco production investment activities in order to propose a number of solutions that contribute to perfecting this specific legal field.
