Abstract
Assessment based on learner capacity has become a trend in modern education. Accurately assessing student abilities helps the teaching process become convenient and fair, creating opportunities for learners to maximize their potential and contributing to improve cognitive levels and practical application life. Therefore, the study aimed to assess teachers' difficulties when evaluating and during the evaluation process. From there, this study proposes solutions to improve the process of assessing natural science competencies in the 4th-grade science subject of Ho Chi Minh City teachers. Survey results of 144 teachers and administrators show that the central complex factors are teachers' awareness of natural science capacity and assessment concepts related to the natural science capacity of students. Facilities and equipment need to be completed, and there needs to be a specific evaluation criteria framework for teachers according to Circular 27. The study proposed three specific solutions: building a set of criteria, investing in equipment, and organizing training sessions. The study surveyed the urgency and feasibility of the solution. All solutions proposed through exploration are considered urgent and highly feasible, serving as a reference for managers and can be implemented in practice to meet the goals of the 2018 General Education Program in assessing learners' abilities.
