Abstract

The article presents the regional university model, difficulties and challenges for regional universities in the context of university autonomy in Vietnam. The article uses secondary document research and expert methods. Research results show that there are many difficulties and challenges for regional universities when member universities have autonomy under the Law on Higher Education. This leads to regional universities not being able to promote their potential in terms of political position and shared resources. As a result, the article offers a number of recommendations and proposals on mechanisms, policies, and necessary conditions to continue effectively implementing the regional university model. In particular, the article also proposes upgrading regional universities to national universities, granting higher autonomy and gradually eliminating the governing ministry for regional universities.
