IMPLEMENTING THE DIGITAL COMPETENCE FRAMEWORK FOR LEARNERS IN VIETNAM: RESEARCH ANALYSIS AND LEVERAGING SMARTPHONE POTENTIAL

Digital competence is a pivotal element in the context of national digital transformation and international integration. This paper aims to provide an overview of prominent international digital competence frameworks, review domestic research, and conduct an in-depth analysis of the digital competence framework for learners stipulated in Circular 02/2025/TT-BGDDT. The objective is to evaluate its structure and content, and subsequently propose effective implementation measures in Vietnam, with a particular focus on leveraging the potential of smartphones. The primary research methodology employed is a literature review combined with a comparative analysis of policy documents, international and Vietnamese competence frameworks, and relevant scholarly research. The findings indicate that the digital competence framework for learners is updated, aligns closely with international standards, possesses high systematicity and legal validity, and is designed for uniform application across all learners. Empirical studies demonstrate the significant potential of smartphones in fostering the development of specific digital competence components. The study concludes that the implementation of the digital competence framework for learners necessitates integrated solutions; among these, the systematic and purposeful integration of smartphones into teaching presents a promising avenue for enhancing learners' digital competence.
