SOME SOLUTIONS TO STRENGTHEN STATE MANAGEMENT OF PROFESSIONAL DEVELOPMENT FOR LOWER SECONDARY SCHOOL TEACHERS IN THUY NGUYEN CITY, HAI PHONG

Abstract
This study aims to explore and propose solutions to enhance state management of professional development for lower secondary school teachers in Thuy Nguyen city, Hai Phong. The primary objective is to identify effective management measures, thereby contributing to improving the quality of the teaching workforce. The research methodology employed includes document analysis combined with field investigations through surveys and interviews with educational administrators and teachers working at lower secondary schools within the study area. The collected data is processed and analyzed to serve as a basis for proposing appropriate management solutions. The research findings indicate that state management of professional development for lower secondary school teachers in Thuy Nguyen, Hai Phong has achieved certain positive outcomes in recent years. However, several limitations remain, including: overlapping policies and a lack of coordination among different levels of educational administration; limited funding for professional development activities, which fails to meet the actual needs of teacher capacity building; inflexible training formats that do not align well with teachers' practical conditions; and the absence of a system for evaluating the long-term impact of professional development on teaching quality. Based on these findings, the study proposes several measures aimed at strengthening the effectiveness and efficiency of state management of teacher professional development at the local level in the near future.
