Abstract

In the digital age, digital culture is an integral part of school culture. This study aims to develop a theoretical framework for digital culture in primary schools by analyzing, synthesizing, and evaluating existing research on digital culture, digital transformation, digital literacy, and related topics. The study examines the theoretical framework of digital culture and its impact on primary schools, including how it shapes management, teaching, learning, behavior, and security practices in a digital environment. The findings indicate that digital culture not only influences perceptions and behaviors but also enhances management, teaching, learning, behavior, and security in primary schools. This study recommends that policymakers and educational administrators develop and implement effective policies, strategies, and guidelines to foster a modern, responsive, and effective digital culture in primary schools, aligned with the demands of the digital age.
