SOLUTIONS TO MOBILIZE FINANCIAL RESOURCES IN NEW RURAL CONSTRUCTION IN THAI THUY DISTRICT, THAI BINH PROVINCE

Abstract
This study was conducted to assess the current situation and propose solutions to mobilize financial resources in new rural construction in Thai Thuy district, Thai Binh province. The study used descriptive statistics, comparative statistics, statistical disaggregation and Likert scale. Research results show that, in the period of 2015-2020, new rural construction in Thai Thuy district had obtained great results. In 2015, only 24/47 communes (when the communes had not been merged) met the new rural standard. By December 2020, Thai Thuy district had met the new rural standard in all 36/36 communes (after the communes had been merged). The result of mobilizing financial resources to serve new rural construction in the district reached VND 1,745,852 million, of which state budget capital accounted for 83.59%, capital sources outside the state budget accounted for 16.41%. The study also proposed five groups of solutions to increase the mobilization of financial resources in new rural construction in Thai Thuy district, Thai Binh province, including increasing resources for the state budget; applying appropriate implementation method; financial publicity and transparency; effective propaganda work. The research results have profound practical significance in the context that Thai Thuy district is promoting the advanced new rural construction in the local communes.
