IRRIGATION, DISASTER PREVENTION, SALINITY AND CLIMATE CHANGE PREVENTION IN THE SOUTHWEST (1975 - 2015)

Abstract
This article focuses on irrigation work to prevent floods and storms, reduce natural disasters, prevent salinity and combat climate change in the Southwest region during 1975 - 2015. Using historical and logical methods, the results show that the Party and State are very interested in the issue of irrigation in this area, because irrigation is a matter of survival, with irrigation, there will be economic and social development. Therefore, the Party has set out plans to build and develop the irrigation system in this area to adapt to the inherent natural conditions. On the other hand, the State also sent a number of key officials in the field of irrigation to the South road to enter this land of nine dragons to perform the noble tasks assigned. The article has made important contributions to the development of the irrigation industry in this region in particular. However, there are still a few limitations that humans cannot handle, which are the increasingly unpredictable impacts of climate change, abnormal weather patterns, negative impacts from the environment, etc. This research result contributes to a more comprehensive awareness of the value of irrigation for socio-economic development, especially to ensure national defense and security in the border areas during the period (1975 - 2015).
