ASSESSMENT OF THE CURRENT STATUS OF NEW IMPROVED RURAL CONSTRUCTION IN BAO LY COMMUNE, PHU BINH DISTRICT, THAI NGUYEN PROVINCE

Bao Ly is a commune in Phu Binh district, Thai Nguyen province. The commune has a natural area of 13.96 km2 with 1,849 households and 7,163 people. Bao Ly achieved new rural commune status in 2015. The commune continues to complete the plan to achieve advanced new rural standards by 2024. The authors used data collection and processing methods, field investigation, methods of synthesis, analysis and comparison to point out limitations and causes in the process of building new and improved rural areas. Research results have shown a number of criteria that need to continue to be invested funds and improved to meet the new set of criteria such as those on cultural facilities (no. 6), income (no. 10), multidimensional poverty (no. 11), production organization and rural economic development (no. 13), environmental and food safety (no. 17), political system and access to law (no. 18). Investment resources for implementing the new rural program are still limited. Investment support resources from credit institutions and businesses are not commensurate with the needs for households in the commune to develop economy and increase income.
