Preventing and responding to marine environmental conflicts in Hai Phong City

Abstract

     The world is facing many environmental security (ES) issues of global scale. In Vietnam, ES, including marine ES, is facing challenges such as environmental conflicts, air pollution in large cities; soil and water pollution in industrial production areas; degradation of resources and biodiversity; increasingly serious climate change (CC) and natural disasters and epidemics; environmental violations and crimes are widespread and extremely complicated, directly threatening the sustainable development of our country. Particularly in Hai Phong City, a large coastal city in the country, marine environmental conflicts (ES) - an important component of marine ES have been increasing in many areas, with increasingly complex nature, affecting national security and the sustainable development of the city. In order to assess the prevention and response activities to marine ES in the city. Hai Phong, the study used the investigation - survey method; used the SWOT model, non-traditional security management equation. The results showed that Hai Phong City has been facing threats to marine environmental degradation such as marine environmental incidents; improper treatment of solid waste, marine hazardous waste; serious marine environmental pollution related to marine waste; biodiversity conservation... On that basis, the authors proposed a number of solutions to prevent and stop marine environmental degradation in Hai Phong City.
