Abstract

The paper presents a framework for identifying policy prioritization to address the challenges posed by pandemic-induced health crisis and ensure a sustainable economic, social, and environmental recovery. The framework outlines principles and criteria for assessing and prioritizing policy options in planning and decision-making. Moreover, it guides the development of common policy objectives, identification of appropriate implementation strategies, alignment of policy instruments, and integration of sustainability into both shortand long-term policy decisions. The framework enables policymakers to assess the expected consequences of different policy options and the positive and negative impacts of externalities, facilitating informed policy decisions in the context of the pandemic. This approach helps policy actors prioritize objectives and allocate limited resources to actions that create synergies and harmonized benefits, ultimately achieving integrated policy solutions for health, the economy, and the environment
