PROFESSIONAL COMPETENCES OF FEMALE OFFICIALS IN ETHNIC MINORITY COMMUNES

The article aims to analyze the current state of professional competences of female officials in ethnic minority communes and their professional development needs. The study employed a combination of quantitative and qualitative research methods, surveying 264 female ethnic minority commune officials in four provinces. The results indicate that the majority of these cadres possess a substantial professional competence, enabling them to apply their skills in new or changing situations while also training others to progress from lower levels to level 3. However, female officials still require further improvement in their skills in advising, developing, issuing, and implementing policies. The study proposes several measures to enhance professional competence supporting female officials’ work performance
